通知决定农业农村部关于稳定生猪生产保障市场供给的意见农牧发[20199号各省、自治区、直辖市及计划单列市农业农村(农牧、畜牧)厅(局、委),新疆生产建设兵团农业农村局: 近几个月来,我国生猪产能持续下滑,能繁母猪存栏大幅下降,后期猪肉价格可能出现大輻上涨。为稳定生猪生产,保障猪肉市场有效供给,现提出如下意见、加快落实稳定生猪生产发展的政策措施各地要落实好非洲猪瘟强制扑杀补助政策,及时足额将扑杀补助发放到养殖场户手中。要统筹利用生猪调出大县奖励等政策资金,重点支持种猪场和规模猪场尽快恢复生产。省级农业农村部门要会同省级财政部门,尽快硏究岀台对种猪场、地方猪保种场和规模猪场的临时性生产救助补贴政策,切实稳定生猪基础产能。统筹用好中央财政非洲猪瘟疫情防控专项补助经费,支持开展生猪产地检疫、屠宰检疫和运输车辆监管等工作。同时,积极与地方财政沟通,争取对销毁的非洲猪瘟阳性猪肉产品、建设运输车辆清洗消毒中心、生猪屠宰加工企业配备检测仪器设备、建设非洲猪瘟无疫区和无疫小区给予适当补贴。贯彻国务院专题会议要求,加强与银行业金融机构的合作,进一步稳定预期、稳定信贷、稳定支持, 不得对生猪养殖场户、屠宰加工企业等盲目停贷、限贷。协调全国农业信贷担保体系充分发挥政策性担保功能,为生猪养殖场户申请贷款提供增信支持,有条件的地方可结合财力给予必要的贷款贴息补助。落实能繁母猪和育肥猪保险政策,对符合条件的养殖场户要足额理赔。加强生产和市场监测预警加快部省政务信息资源整合,推进生猪产业链监管监测信息一体化建设。各省要按照“一省一方案” 要求抓紧完善本省监测预警工作方案,建立省级财政资金为主、中央财政资金为辅的基层信息采集经费补助机制,保持监测数据稳定性,提髙数据质量。加大规模养殖场直联直报平台“掌上牧云”客户端推广力度,加快推进龙头企业、规模养殖场数据直联直报。加强生猪屠宰环节监测,扩大淘汰能繁母猪屠宰情况监测范围。开展种猪场、种公猪站月度定点监测试点。加强猪肉批发市场价格和交易量动态监测,加大权威数据信息发布力度,加强信息推送和服务,促进增养补栏。三、优化疫情处置和调运监管各地要按照《非洲猪瘟疫情应急实施方案(2019年)》,严格规范处置新发疫情。在疫情处置过程中, 要充分考虑地理环境、交通运输、建筑布局、饲养管理水平等因素,科学评估风险,精准确定扑杀范围。严格按照检疫规程开展产地检疫,不得无正当理由不出具检疫证明。加强生猪运输车辆备案管理,加大运输环节査验力度,落实清洗消毒和无害化处理措施,坚决消除运输环节传播疫情风险。各地要全面落中华人民共和国农业农村部公报

通知决定实《农业农村部关于规范生猪及生猪产品调运活动的通知》(农牧发[2018]23号),进一步细化便捷措施,优化程序,保障符合条件的种猪和仔猪调运,支持规模养殖场和屠宰场“点对点”生猪及产品调运, 不得层层加码禁运限运。科学划定禁养区,对于超范围划定禁养区、随意扩大禁养限养范围等问题,要限期整改,不能一禁了之四、深入推进标准化规模养殖加快转变生猪生产方式,多渠道支持养殖场户改善基础设施装备条件,建设出猪台、洗消间、生物隔离带、高温加压消毒设备等,提升养殖场户生物安全水平。落实粪污资源化利用政策,加大对粪污资源化利用机具购置的补贴力度,支持规模猪场建设完善环保设施装备。合理规划、切实保障规模猪场发展的土地供应。继续开展生猪养殖标准化示范创建活动,推动中央、省、市、县四级联创,高标准创建一批生产高效、环境友好、产品安全、管理先进、防疫规范的生猪标准化示范场,切实发挥示范带动作用。认真落实《中共中央办公厅国务院办公厅关于促进小农户和现代农业发展有机衔接的意见》,鼓励和支持有条件的小农户稳步扩大规模,发展规模适度、生产集约、管理先进、效益明显的现代家庭牧场。五、调整优化生猪产业布局生猪自给率低的销区要根据当地情况,积极扩大生猪生产,合理规划布局,逐步提高生猪自给率。因环境容量等客观条件限制,确实无法满足自给率要求的省份,要主动对接周边省份,合作建立养殖基地, 提升就近保供能力。制定实施非洲猪瘟分区防控方案,加强区域內统筹规划布局,推进联防联控。试点区域要尽快建立区域防控机制,抓紧制定具体落实方案,精心组织实施,及时总结做法和经验。其他区域也要尽快启动相关工作,建立区域内省际联席会议制度。科学规划屠宰产业布局,按照“集中屠宰、品牌经营、冷链运输,冷鲜上市”的原则,加快推进生猪屠宰标准化示范创建,形成养殖与屠宰相匹配、屠宰与消费相适应的产业布局。支持生猪养殖企业集团在省域或区域化管理范围内全产业链发展。六、加强实用技术推广应用加强非洲猪瘟防控技术硏究,不断完善养殖、运输、屠宰等各环节疫病综合防控技术。针对不同区域、不同养殖模式,总结推广适合本地区实际的生猪生物安全防护、清洗消毒等实用技术。要组织畜牧兽医技术推广机构、行业协会、科研院所等技术人员,通过多种形式帮助养殖场户解决生产和防疫中遇到的技术难题。要加大生猪良种推广力度,切实提高母猪繁殖率和仔猪成活率。要加强实用技术培训,特别加大对种猪场和规模猪场的培训力度,切实提高防疫能力。七、切实强化组织保障进一步落实“菜篮子”市长负责制,压实生猪市场保供稳价的主体责任,提髙生猪生产、市场流通质量安全监管和调控保障能力。各地农业农村部门要统一思想认识,切实把稳定生猪生产作为当前一个时期重中之重的任务,抓好组织落实。要主动协调,积极争取地方政府及相关部门的政策支持,进一步加中华人民共和国农业农村部公报 5
