山东人学硕学位论文 摘要 上世纪80年代以来，伴随着改革开放和市场经济大潮的冲击，人们的家庭与婚 姻观念发生了深刻的转变，离婚率逐年攀升，单亲家庭数量逐渐增多。单亲母亲家庭 作为单亲家庭的一种存在形式，在全部单亲家庭中占有较大比例，其数量也呈现出不 断上升趋势。有关研究显示，单亲母亲家庭占全部单亲家庭总数的近90%，其中有 将近一半的单亲母亲家庭处于贫困状态，单亲贫困母亲家庭问题已经成为一个不可忽 视的问题，日益引起学术界和各级政府的关注。 本文将以一个妇联工作者的角度出发，对济南市城区单亲贫困母亲家庭基本情况 进行一次详细调研，重点对其经济基础、职业收入、身体健康、子女教育等情况进行 分析，力求得到准确、详实的数据，为相关学术研究提供参考，为政府实施单亲贫困 母亲家庭救助工作提供数据支持，为相关单亲贫困母亲家庭救助法律法规出台提供依 据。 本文对单亲贫困母亲家庭问题主要采取调查研究的方法进行，调研共涉及济南市 历下、市中、天桥、槐荫、历城等市内5区57个街道办事处、330个社区。与研究 有关的调查内容包括经济收入、住房、子女教育、社会保障等基本情况，在理论分析 的基础上，结合实证调查法、深度访谈法、问卷调查法、文献研究法、个案分析法等， 从多个角度和层面对妇联组织在解决单亲贫困母亲家庭问题中发挥的作用和遇到的 问题进行研究。 根据研究结果，提出以下政策建议：一是通过相关法律法规的出台，形成单亲贫 困母亲家庭救助工作长效机制：二是为单亲贫困母亲提供就业培训，通过帮助她们就 业、创业，提高家庭收入，缓解经济压力：三是加大维权力度，创造有利于单亲贫困 母亲就业的社会环境：四是通过推进社会救助和社会福利制度的发展，为单亲贫困母 亲家庭提供更多福利待遇：五是建立单亲贫困母亲家庭心理援助机制，使她们更加自 信的面对生活。 如果本文能对妇联组织解决单亲贫困母亲家庭问题有所帮助，笔者将感到莫大的 欣慰，这也是笔者写作这篇论文的初衷。 关键词：单亲家庭；单亲母亲：贫困：妇联：济南 1

山东人学硕学位论文 ABSTRACT Since 1980,accompanied by reform opening up and the impact of the tide of market economy,peoloe's concepts of family and marriage has undergoneprofound changes.the divorce rate is increasing steadily every year,resulting in the gradual increase in the number of the single-parent families.Owing to the single-mother families account for a large proportion in all single-parent families,this number also presents a growing trend.Studies have shown that female single-parent families account for nearly 90%of the total,of which nearly half of the single-mother family in poverty status.single-mother families in poverty caused concerns to academia and Governments at all levels,as it is an issue can not be ignored. This article to a women's Federation of workers,has made a full investigation to the single mother families in poverty of their basic situtation in Jinan City.with emphasis on their economic base.occupation income,health,child education situation analysis.striving to get accurate.informative data,provide for the related academic research to the implementation of the reference,single mother families in poverty support salvage. provide data to a single mother families in poverty associated salvage to provide a basis for the enacting laws and regulations. In the paper.single mother families in poverty has mainly taken the method of investigation and research,investigation involving a calendar in Jinan city.under the flyover,huaiyin.5 of the Daye.etc..and intracity 57 district,subdistrict office,and 330 communities.And research on the relevant survey content including income.housing. children's education.social security and other basic conditions.In theory.binding on the basis of empirical investigation method,depth interviews,questionnaire survey method. literature research methods,case analysis method,etc.,from different angles and aspects on women's Federation in resolving the problem of single mother families in poverty's role in and encounter problems with the study.
