PREFACE L China statistical Yearbook 2003 is an annual statistics publication, which covers very comprehensive data in 2002 and some selected data series in historically important years and the most recent twenty years at national level and local levels of prov ince, autonomous region, and municip alities directly under the central go vement and there fore, reflects various aspects of China's social and economic development Il. The book contains the following twenty-four parts, I. Division of Administrat ive Areas and Natural Resources; 2. General Survey; 3. Nat ional Accounts; 4. Population; 5. Emp loy ment and Wages; 6. Inves tment in Fixed Assets; 7 Production and Consumpt ion of Energy; 8. Government Finance; 9. Price Ind ices; 10. People's Livelihood; 11. General Survey of Cities; 12. Agriculture; 13. Industry; 14.Construction; 15. Transport, Post and Telecommun ication Services; 16 Domes tic Trade; 17. Foreign Trade and Economic Cooperation; 18. Tourism, 19. Banking and Ins urance; 20. Education Science and Technology; 21. Culture, Sports and Public Health; 22. Other Social Activities and Environment Protection 23. Main Social and Economic Indicators of Hong Kong Special Administrative Region(SAR); 24. Main Social and Economic Indicators of Macao Special Administrative Region(SAR). In the appendices listed are Main Social and Eco nomic Indicators of Taiwan Province and a Comparison of Economic and Social Indicators among the People's Republic of China and Other Countries. In brief introduction at the beginning of each part, mainly coverage of th is chapter, data sources, statistical coverage, statistical methods and historical changes are concemed. In addition, Explanatory Notes on Main Stat istical Indicators are prov ided at the end of each part Ill. The national data in this book do not include that of Hong Kong Spec ial Administrative Region, Macao Special Administrative Region and Taiwan Prov ince except for divis ions of admnistrative areas, territory and forest resources IV Stat istics of Hong Kong Special Administrative Region and Macao Special Administrat ive Region constitute an integral part of the nat ional stat istics of China. According to the princip les set forth in the Basic Law of Hong Kong Special Administrative Region, and the Basic Law of Macao Special Administrative Region statistically Hong Kong, Macao and the mainland of China are three mutually independent regions, and follow their own and different statis tical ystems in carry ing out independent s tatistical operat ion Statistics on Hong Kong Spec ial Administrative Region and Macao Special Ad ministrative Region as included in this yearb ook are provided by the Department of Cens us and Statistics ofthe Govemment of Hong Kong Special Administrative Region, the Department of Census and Statistics of the Government of Macao Special Administrative Region, and ed ited by National Bureau of Statistics. Users are alerted to the difference in the concepts, definitions and coverage ofstat stics when us ing and comparing data of the mainland of China, Hong Kong and Macao V. The units of measurement used in this book are inte nationally stan dard measurement units M. The ma jor data sources of this pu blication are obtained from annual stat istical reports, and some from sample surveys. Data of Taiwan Prov ince are collected from Monthly Statistics Bulletin. Data for major coun tries and territories are collected from various statistical pub lications published by the United Nation Vl. Stat istical discrepancies due to rounding are not adjusted in this yearbook. Mill. The notes concerning the whole table are placed at the upper part of the table, while the notes concen ing indiv idual in dicators are placed at the lower part. If the table is a continued one, the footnotes are placed in the last page IX. 2 简要说明本篇内容主要包括我国行政区划自然状况自然资源及开发和利用等资料 1. 全国行政区划资料由民政部根据国务院批准的截止到上一年末全国行政区划变更情况汇总整理并提供 2.自然状况包括国土山脉河流海洋气候等数据资料由国家统计局综合司根据有关历史资料进行整理和编辑 3.自然资源包括土地林木水海洋矿产气象等资料其中土地资源数据来自农业部1984年农业资源区划资料; 林木资源数据来自国家林业局1994-1998年调查公报数据; 水资源数据由水利部提供; 海洋资源数据由国家海洋局提供; 矿产资源数据由国土资源部提供; 气象资料由中国气象局提供 This chapter mainly covers the data onChina's divisions of administrative areas, natural conditions and the exploitation and utilization of the natural resources. 1) Data on divisions of administrative areas in China are prepared and provided by the Ministry of Civil Affairs on the basis of the changes in the divisions of administrative areas approved by the State Council by the end of the previous year. 2) Data on natural conditions cover land area, mountain ranges, rivers, ocean and meteorological phenomena. Statistics are compiled by the Department of Integrated Statistics of the National Bureau of Statistics using relevant historical data. Brief Introduction 3) Data on natural resources cover land, forest, water, ocean and mineral resources. Data on land are from The Divisions of Agricultural Resources compiled by the Ministry of Agriculture in 1984. Data on forest are prepared according to data from the surveys conducted by the National Bureau of Forestry in 1994- 1998. Data on water resources are provided by the Ministry of Water Resources. Data on oceanic resources are provided by the State OceanicAdministration. Data on mineral resources are provided by the Ministry of Land and Resources. Meteorological data are provided by the China Meteorological Bureau
